Boys in the West Bank HLSP has many years experience working in the rapidly changing environment of the Middle East In the Yemen HLSP has worked over several years to improve provision of health services at the district level. We helped develop the MOPH's strategy for health sector reform and worked on the preparation of a public expenditure review for the health sector.




HLSP had particular responsibility for reviewing delivery of health services including the private and NGO sectors, and proposing priorities for implementation.

HLSP has recently started work on a UNICEF funded project in Yemen. The purpose of the Assessment of Child Development project (CDP) is to examine the achievements of all project components against annual targets across thirty districts. The findings generated will be used to make recommendations to improve project processes and results, and to further negotiations with funding agencies. These findings and recommendations are expected to form an important basis in planning the extension of the project beyond 2005 and for initiating discussion for possible renewal to a second phase.Findings will also help draw conclusions regarding the effectiveness of the special funding mechanism established for the CDP (ie bilateral funds channelled through UNICEF) to complement the government’s own investment in the social sector for application in Yemen and other countries.

In Gaza and the West Bank, we worked on institutional strengthening of health management within the Ministries of Health. The project specifically focused on skill transfers across the range of health management disciplines: finance, human resources development, management information and strategic development. This enabled the strengthening of internal management systems to improve efficiency and to plan effective health services.
