Health systems

HLSP runs projects throughout the developing world Developing countries
HLSP’s work emphasises the importance of translating pro-poor policies and strategies into effective practice. We have particular experience of utilising approaches whereby funding is pooled and allocated according to agreed strategies and plans. At country-level, HLSP is involved in practical issues of health, poverty reduction and economic growth; in evidence-based pro-poor policy and strategy; in improving service delivery through management and performance strengthening; in integrating disease-specific interventions into decentralisation efforts; in sponsoring and regulating the private sector; and in strengthening financial planning.

Developed countries
Across Europe and OECD countries, governments are faced with:
  • rising costs of healthcare services
  • aging populations
  • increasing societal expectations and
  • the need to balance the mix of public and private services
Whether a government spends 8% or 14% of its GDP on health, and whether it uses tax based systems or third party social insurance systems, health planners and policy specialists are continuing to search for solutions to these generic issues.

HLSP provides technical assistance to these policy conundrums in the form of public health and needs assessments, economic modelling, cost benefit analysis and applied research. Speciality areas include the utilisation of Geographical Information Systems to aid the policy process and our extensive experience in Private Finance Initiatives (PFI) / Private Partnership Programmes (PPP) work.
